There are only a few fixes including one that I saw on my system:
Previously, in certain circumstances, if you restarted the computer on which the BlackBerry Enterprise Server resides, the BlackBerry Dispatcher, BlackBerry Synchronization Service, and BlackBerry Policy Service failed to start.
