We have a beta of Vista from MS and one of our PC Techs loaded Notes 6.5.4 on it. He was saying that Notes seemed to run faster than before. My question was the obvious: "So, what changed?"
Did the Notes executables change or did the Microsoft code change? Hopefully there will be some performance improvements for Java-based applications in Vista.

No, Microsoft hasn't changed...their stuff is still crap. It could be that it was a fresh install and Windows hadn't had enough time to muck the system up.
