The process for placing the network install package on the Sametime server to be able to download it from stcenter has changed (drastically) with Sametime 8.0. There is a thread on the topic at devWorks: Sametime 8.0 Client Download - "this feature has not been enabled". Even after following the instructions for setting this up, some (myself included) were still receiving the "this feature has not been enabled" error message.
Apparently, the trick is clearing your browser cache... d'oh! After getting it working, you get this cool little install window that will include a progress meter and an option to just save the files...
